Build a Workplace Safety Signage Program Step by Step
A wall full of signs is not a safety program. A useful program connects each visual message to a documented hazard, a selected control, a specific location, the people who need the information and a review trigger.

Set the scope and respect the hierarchy of controls
Decide which areas and sign families the first program covers: entrances, production zones, storage, fire-protection equipment, emergency routes, hazardous-product areas, pipes, restricted access, hygiene or site-specific instructions. Record the jurisdiction, building rules and internal standards that apply. A multi-site organization may need one governance method but different local requirements and languages.
Then place signage in the control system. The Canadian Centre for Occupational Health and Safety describes the hierarchy of controls as an ordered approach to eliminating or reducing hazards. Elimination, substitution and engineering measures generally act closer to the source; warning signs are an administrative control. A warning does not make an exposed moving part, unguarded edge, uncontrolled chemical release or blocked exit acceptable.
Stop condition: if the walkthrough reveals an immediate danger or a failed higher-level control, follow the workplace’s emergency and hazard-reporting process. Do not continue shopping for a sign as if it resolves the condition.
Assign a program owner who can coordinate workers, supervisors, maintenance, facilities, joint health and safety representatives or committees, fire-safety responsibilities and qualified specialists. The owner does not personally approve every technical statement; the owner makes sure the right reviewer does.
Steps 1 and 2 assess hazards and requirements
Step 1 inventory hazards, tasks and decision points
Walk the work as it is actually performed. Review normal tasks, cleaning, maintenance, deliveries, shutdowns, emergencies and non-routine work. For each observation, record the hazard, people exposed, existing controls, entry direction, likely viewing distance, lighting, language and environmental conditions. Ask workers where instructions become unclear and which old signs no longer match the work.
Photograph locations according to workplace privacy and security rules. Use a location code rather than a worker’s name. A useful record might say, “north maintenance entrance, before access-control point, message needed before entry,” rather than “add warning sign somewhere near shop.”
Step 2 identify the source of the requirement
Classify each candidate as legally prescribed, required by an adopted standard or authority, specified by equipment or chemical documentation, part of an internal procedure, or optional wayfinding. This prevents generic templates from being used where exact wording, colour, symbol, label elements or location may be required.
Hazardous products require special care. Health Canada’s WHMIS supplier guidance describes classification-driven label elements such as pictograms, signal words, hazard statements and precautionary statements. A general room sign is not a substitute for a required supplier or workplace label, safety data sheet or worker education.
Stop condition: if nobody can identify the applicable source, competent reviewer or approved wording, mark the item “requires review” in the internal register and do not improvise a compliance message.
Steps 3 to 5 design the message, sightline and material
Step 3 write for the action at that location
State the hazard or instruction as directly as the applicable requirement allows. Keep the primary message short enough to read before the decision point. Use the exact approved terminology where required. Avoid clever phrasing, unexplained acronyms and a mixture of commands that compete for attention. If a procedure is too detailed for a sign, use the sign to direct workers to the controlled procedure.
Review language and accessibility with the workforce. A pictogram may support recognition but does not automatically replace words, training or a legally required format. Verify the meaning and source of any symbol; do not copy a graphic from an image search and assume it is standardized.
Step 4 choose the sightline before choosing the size
Place the message where a person can see it before entering the hazard or making the decision. Check approach direction, mounting height, distance, obstructions, door swing, shelving, parked equipment, glare and low-light conditions. Test the proposed layout at full size. A technically correct sign behind an open door or above a new rack is not communicating.
Separate permanent instructions from temporary work controls. A temporary maintenance sign needs an owner and removal time so it does not become stale background. Emergency and egress information needs qualified review and must remain visible when normal lighting or layout changes.
Step 5 match the substrate and finish to the environment
Document indoor or outdoor use, temperature, moisture, chemicals, ultraviolet exposure, cleaning agents, abrasion, impact, hygiene requirements, wall or pipe surface and expected service period. Ask the supplier for current product information for that environment. Adhesive strength, print method, edge finishing and mounting hardware should suit the substrate without creating a new sharp-edge, contamination, fall or access hazard.

Steps 6 to 8 install, communicate and maintain

Step 6 approve and install against the record
Use a proof that shows exact text, language, symbol source, dimensions, colours, material and mounting. Route it to the designated safety, facilities, legal, fire, environmental or technical reviewer as appropriate. At installation, verify the asset ID, location, height, orientation and clearance. Record the installation date and a privacy-safe confirmation photo.
Step 7 connect the sign to worker information and training
Explain what the sign means, the hazard or procedure behind it, what action workers must take and how to report damage or uncertainty. Include contractors and visitors where the risk and workplace process require it. A sign that introduces a new rule without briefing supervisors or affected workers can create conflicting practice.
Step 8 inspect and manage change
Set an inspection interval based on risk and exposure. Look for fading, dirt, damage, missing hardware, blocked sightlines, outdated wording and changes to equipment, traffic or processes. Review immediately after an incident, near miss, renovation, regulatory change, new chemical, new task or worker feedback. Remove obsolete signs instead of layering new instructions over old ones.
- Correct or isolate urgent deficiencies through the workplace process.
- Replace damaged or illegible signs using the approved current artwork.
- Update the register and close the maintenance record.
- Rebrief affected people if the message or required action changed.

Keep the register proportionate. A small office may use a controlled spreadsheet and location map. A larger facility may integrate asset records with maintenance software. In either case, workers need an easy way to report an obscured, confusing or damaged sign. Track closure, not only the initial report.
Common signage mistakes to avoid
- Beginning with products instead of hazards. A catalogue cannot identify the actual control need.
- Using signs to compensate for failed controls. Repair the guard, ventilation, access system or procedure through the responsible process.
- Copying unverified symbols or wording. Trace regulated content to an authoritative source and competent reviewer.
- Installing at eye level without testing the approach. Sightline, decision point, glare and obstruction matter more than a generic height.
- Ignoring language and comprehension. Test whether affected people understand the intended action.
- No owner after installation. Weather, cleaning, equipment and layout will change; assign inspection and replacement.
- Leaving obsolete signs in place. Contradictory messages train people to ignore all of them.
Frequently asked questions
Can safety signs make a workplace compliant?
No sign creates compliance by itself. Requirements depend on the hazard, jurisdiction and complete control program. Signs can communicate part of that program, but they do not replace higher-level controls, training, supervision, labels or procedures.
How often should workplace signs be inspected?
Set intervals based on risk, exposure, environment and applicable requirements, then add event-based reviews after damage, layout change, incidents, new tasks or rule changes. High-consequence or harsh-environment signs may need more frequent checks.
Is a pictogram enough without words?
Not automatically. Some systems prescribe exact pictograms and text; other audiences may need language, training or additional context. Verify the applicable requirement and test understanding with affected workers.
